Petrogate are searching for a Facilities Deputy Manager for our oil and gas operator client in Basra, Iraq
KEY ACCOUNTABILITIES
Project Management
•To suggest organization adjustment per working contents, to recruit qualified engineers to fill in the positions.
•To suggest department KPI per Company policy and target and distribute KPI to section heads and make efforts to achieve good KPI.
•To lead SH to finish HR required performance appraisal.
•To tender PMC as management resource.
•To oversee PMC management in regarding to mobilization, demobilization, performance, coordination for PMC, assign work to PMC etc.
•To implement Phase-1 Company oil and gas project and achieve commissioning target with efforts and teamwork.
•To keep communication with stakeholder to get maximum supports and understanding.
•To recognize and manage department risks.
•To ensure good performance of contractors in HSSE and achieve good HSSE index for local contractors and international contractors.
•To coordinate different project schedule and technical interface to ensure whole commissioning. •To monitor the engineers, conduct in compliance with Company's procedure and department procedures.
•To provide training, guidance to team to improve performance. Surface facility construction assignment
•To recognize Critical path for project and make plan for execution and continuous close follow-up project progress.
•To set up Phase-1 construction projects and make project construction timeframe, SOW
•To hold weekly and monthly meeting with contractors about HSE, QC summary and performance improvement.
•To manage the contractor visa, passes and related permits.
•To setup HSE target for each contractor and monitor HSE index, supervise HSE training, HSE violation penalty and improve HSE performance of contractors. •To handover completed facilities to end user after training.
•To keep as-built documentation filing.
•To liaise with other departments to get contractor's work permit.
•To start construction HSE campaign, QC campaign.
•To manage QSR,NCR, punch list and follow up the closeout.
•To update DRR during warranty period and follow up and expedite closeout.
•To coordinate contractors' interface to ensure no gap in piping, telecommunication, and control system.
•To report construction progress and status to management and critical stakeholders
•To do vendor and contractor performance evaluation and suggest eliminating unsatisfactory contractors and vendors.
•To commissioning projects with safety suggestion and coordinate relevant projects commissioning in the meanwhile if they have internal logic process connection.
•To update the integrated project construction schedule and give alert to projects on CP.
•To organize Company, purchase LLIs inland transportation and site storage, handover to contractors.
•To expedite vendor's mobilization for site service.
•To supervise contractor's compliance with Company and department procedures.
•To focus on the concealed work and ensure it was done by procedures. Budget, Cost and Reports
•To manage the payment to contractor against budget.
•To review VOWD reports and expedite contractor's accurate invoice submission.
•To submit reports on construction activities. •To manage CO and amendment to the contractors and follow CO/amendment implementation. Policies, Systems, and Procedures
•To follow Company's policy and make up surface department construction rules and working flow.
•To make up surface facility construction procedure, checklist, flowchart.
•To update procedures during project execution according to findings. Minimum Qualifications:
•With bachelor's degree in surface facility disciplines.
•With surface facility construction management experience.
•With good knowledge in different stages: design, procumbent, construction and commissioning.
•With good knowledge in surface facility construction activities such as welding, lifting, excavation, alignment, test run, hydrotest, cleaning and dry up.
Minimum Experience:
•15 years of experience in the CPF and GPP constructions.
•Work experience in the ME Region, preferably in Iraq, not less than 5 years.
•With fast-track project portfolio experience. Knowledge, Skills & Attributes:
