Our client is delivering a portfolio of upstream and surface projects in federal Iraq. They need a Baghdad-based Project Controls Manager to lead integrated cost, planning/scheduling, and risk management from FEED through execution and handover, coordinating closely with engineering, supply chain, contracts, and site teams.
Key responsibilities
Build and own the integrated project controls framework (WBS/CBS, baselines, change control, progress, EV).
Develop Level 1–4 schedules in Primavera P6; maintain critical path, what-if scenarios, and recovery plans.
Establish robust cost control: budgets, commitments, VOWD, accruals, forecasts, and cash-flow curves; align with finance for monthly closes.
Lead risk management (qualitative/quantitative), mitigation tracking, and schedule/cost contingency governance.
Drive monthly reporting to JMC/SteerCo: dashboards, S-curves, progress narratives, risks/opportunities, and variance analysis.
Interface with Contracts/SCM on change orders, claims prevention/support, and supplier progress validation.
Coordinate with HSE/Operations for shutdowns, tie-ins, and SIMOPS planning.
Ensure data integrity across P6, cost tools (e.g., Prisma/ERP), and document control; champion controls discipline and training.
Support external/internal audits and stage-gate reviews; uphold company and Iraqi regulatory requirements.
Candidate profile (must-haves)
8–12+ years in project controls for Oil & Gas (onshore), covering both planning (P6) and cost/risk on multi-discipline projects.
Proven track record setting baselines and recovering delayed schedules on live projects.
Strong EVMS, change control, and forecasting; comfortable working with engineering, procurement, and construction data.
Excellent communication—able to brief executives and challenge contractors with facts.
Degree in Engineering/Construction/Quantity Surveying (or related).
Advanced P6 and Excel; exposure to cost tools (EcoSys/Prisma/SAP/Maximo or similar).
